Lucy Hargreaves: Carney’s speech in Davos correctly diagnosed a world becoming more transactional and less stable. But diagnosis is not strategy. Given the realities of Canada’s dependence on the U.S. market, the speech was poorly judged. The same can be said of the recent announcement of a new “strategic partnership” with China, framed as a response to a “new world order.”
