Toronto Star: Stephen Fuhr, Carney’s secretary of state for defence procurement, defended a decision on Wednesday to narrow the contest for at least 1,600 new light utility vehicles for the army to two Canadian companies, edging American bidders out of a contract worth up to $4.9 billion.
