Spy agencies buy bulk data to assess potential targets

Financial Times: Commercially gained bulk intelligence Adint (advertising intelligence) is now one of the major sources of government surveillance, according to a survey of 11 European intelligence agency regulators by German security academics. 

While governments have placed strict rules around the interception of citizens’ data through wiretaps and mass data collection, those governing the use of Adint are much vaguer and in some cases absent altogether…
