John Ivison: If nothing else, the Memorandum of Understanding signed by Smith and Carney on Thursday sends a signal that Alberta is being heard — even if British Columbia is now complaining it has been left out of the conversation.
The MOU may well take the air out of a separatist movement that typically attracts around one in four voters in Alberta.
Whether it will get an oil pipeline built is quite another matter…
