Anti-Spiegel’s Thomas Röper writes the announced establishment of a new NATO headquarters in Rostock and a new NATO base Warnemünde would be a clear breach of the Two Plus Four Treaty, which regulated German reunification.
Article 5 of the treaty regulates the withdrawal of Soviet armed forces from the former GDR and also that foreign armed forces may never be stationed in the territory of the GDR, only Bundeswehr forces. At the end of Article 5(3) of the Two Plus Four Treaty it is clearly stated:
